AI Subsidies: What to Outsource vs. In-house or SaaS

two-people-observing-packing-workspace

For SME AI subsidies, clearly separate software purchases, custom development, and labor costs. Based on the Oct 19, 2026 guidelines, here are key checks for SaaS, AI subs, agents, in-house dev, and RAG.

Summary

Digital/AI Subsidies cover part of the cost for SMEs to adopt productivity-boosting IT tools.
This covers the Standard Category for single-firm AI adoption, plus differences from Labor-Saving Subsidies (General Type).

  • The Standard Category requires adopting registered IT tools via registered providers.

  • For tools like ChatGPT, verify registered plans, features, and sales channels, not just product names.

  • Avoid billing custom development as registered software adoption costs.

  • Separate subsidized costs from self-funded expenses; order and pay only after grant approval.

Standard Track Overview & Rounds

Standard Track applicants must choose registered IT vendors and tools.
Not all custom AI vendor quotes are eligible.

Subsidy Amount vs. Work Processes

Work processes are official categories like sales support or accounting.
Subsidy amounts depend on the number of processes covered.

Grant Request

Processes Needed

Standard Rate

¥50K to < ¥1.5M

1+ process

Up to 1/2

¥1.5M to ¥4.5M

4+ specific processes

Up to 1/2

Tiers are based on subsidy amounts, not total purchase cost.
Higher rates require extra criteria; general automation tools alone do not qualify.
First, match target tasks with registered tools.

Round 6 & Round 7+ Guidelines

As of Oct 19, Round 6 closes Oct 30 at 17:00, with grants awarded Dec 10.
On Oct 9, new wage and payroll rules were released for Round 7 onward.
Requirements vary by past grants and funding amounts; check specific round guidelines.
Have accounting and HR confirm wage plans and reporting duties.

Key Checks: AI SaaS vs. Gen-AI Subs

SaaS is web-based software.
When considering AI CRM or accounting tools, check features, eligible products, and contract terms.

Buying AI SaaS & Setup Support

Standard grants cover up to 2 years of cloud fees.
Setup, training, and consulting may qualify under registered service terms.
General consulting contracts are excluded.

Itemize quotes by software, plan, term, and support tasks.
Confirm if permissions setup and data migration are included.
Budget non-eligible work separately for clearer comparison.

Don't Judge by Brand Names Alone

Brand names like ChatGPT, Claude, or Copilot do not guarantee grant eligibility.
Search IT tool listings to verify providers, plans, registered features, and tasks.
Direct consumer subscriptions usually do not qualify.

If tools are generic, check pairings with core business process software.
Compare total costs before adding unneeded tools just for grants.

Custom AI Agents & Automation

AI agents access data and operate external systems.
Subsidies differ for off-the-shelf vs. custom systems.

Custom Dev Excluded from Standard Track

IT tool guidelines exclude custom or client-specific software.
Funding custom agent integration entirely via standard IT tool subsidies is ineligible.
Distinguish setup of off-the-shelf tools from custom integration dev.

Conditions for Labor-Saving Track

The General Labor-Saving Subsidy covers custom-built systems.
However, simply using AI is not enough.
Round 8 guidelines require labor savings, ROI, productivity, and wage plans.
It requires at least one asset costing over ¥500,000 (excl. tax), so it is not for small trials.

Round 8 closed Oct 16.
Round 9 is slated for early Nov to late Dec; terms finalize with the next release.
For now, identify targeted tasks, define dev scope, and gather supporting data.

Key access controls and acceptance criteria before outsourcing AI agent development

More companies want AI agents for support, sales docs, knowledge search, and project tracking. This article covers key points before outsourcing AI development: permissions, auth, approvals, audit logs, and acceptance criteria.

In-House Dev & RAG/Data Costs

Even with internal engineers, not all work qualifies for subsidies.
Separate internal labor, software purchases, and vendor outsourcing per subsidy rules.

Internal Labor Costs

Round 8 of the Labor-Saving Subsidy excludes internal labor costs,
including in-house system development and modifications.
Standard categories only fund registered IT tools, not internal developer salaries.
Budget development, testing, maintenance, and handover hours as internal costs.

Breaking Down RAG Tasks

RAG searches internal documents to inform generative AI responses.
Eligible expenses vary across search tools, integration, and document prep.
Ask vendors to itemize licenses, conversion, integration, and permissions.

Labor-saving subsidies exclude unrelated data entry and routine task delegation.
Do not lump all document cleanup into "AI expenses."
Identify target documents and owners first, then define the scope.
If documents are unorganized, fund document prep before search UI development.

Estimate & Post-Grant Budget

Required documents vary by purchases versus internal tasks for AI adoption.
The next diagram guides cost reviews, not subsidy eligibility.

Software license checks registered tools/vendors; Custom system checks custom specs.
In-house work separates labor from purchase costs; both lead back to grant guidelines.

Align Tasks with Evidence

Round 8 of Labor-Saving (General) requires specs and cost breakdowns, not lump-sum estimates.
Clients must map target operations, scope, deliverables, and workload.
Include test results and handover docs in deliverables for smoother acceptance.

Pre-Order Starts and Cash Flow

Contracts/orders placed before grant approval are ineligible in Standard and Labor-Saving categories.
Do not start on notice of selection; contract only after official approval.
Separate grant consultation from paid development contracts.

Subsidies cannot be relied upon to fund upfront payments.
Ensure funds cover all costs, including ineligible expenses and taxes.
If cash flow is tight, consider reducing the scope or self-funding first.

Internal Prep Before Outsourcing

Prepare docs showing target tasks to cut, not just the grant name and amount.
First, ensure executives, staff, and IT agree on the target workflow.

Evaluating Current vs. Post-Implementation Tasks

For inquiries, record case volume, research time, and review steps.
If staff rechecks entire AI drafts, count that time too.
Don't overestimate saved time; weigh ROI including error checks and doc updates.

Share the scope, users, data sources, and schedule with vendors.
Keep confidential data private at first.
Define data types and access to set quotes and prototypes.

Key Roles in Decision-Making and Application

Business teams review ROI, vendors check specs, and HR/finance check costs.
Confirm grant eligibility directly with the secretariat using actual expense details.
Do not rely solely on vendor proposals for grant approval.

For ready-made tools, check features and onboarding support.
For custom integration, finalize scope and out-of-pocket budget first.
If processes are unorganized, start by narrowing down the target tasks.

Summary

Using AI subsidies requires separating purchases, development, and operations.

Standard tracks fund registered IT tools, not custom development or internal labor.

Labeling it "AI" does not alter eligible costs or registration terms.

Key criteria: matching tasks to costs, round requirements, and post-grant plans.

Match tools if off-the-shelf fits; define custom scope if custom integrations are needed.

Applicants for the general labor-saving track must separate confirmed dates from unconfirmed rules.

Ineligible prep and internal tasks still require budgets and staff.

Individual prototyping fails long-term without handover, validation, and documentation plans.

Decide between in-house and outsourcing based on reproducible quality, not just UI creation.

Assess sustainability without subsidies, accounting for ongoing fees and maintenance.

Phinx provides end-to-end support from requirements to AI implementation and system integration.

Distinct from application agencies, we align business improvement with the required development scope.
